On February 27, 2026, Mr. Nguyen Hoang Hiep — CEO of INNOCOM — was invited to speak at the Scientific Seminar organized by Ho Chi Minh National Academy of Politics with the topic "Opportunities and Challenges for Technology Enterprises in Developing Digital Competency of Civil Servants".

The Reality That Implementation Companies See

The speech opened with a straightforward question:

"If today we ask a civil servant to prove their digital competency — what would they prove it with? IT certificates? Training hours? Or actual digital behavior in daily work?"

After years of implementing business management systems for enterprises and organizations, INNOCOM has observed a consistent reality: 60-70% of users only utilize 20-30% of system features after the first 6 months. The #1 cause is not technical errors — but the gap between training and actual digital competency. On average, it takes 3-6 months between training and proficient application in work.

The speech pointed out 3 blind spots in the current approach to digital competency:

  • Input ≠ Outcome: Providing equipment, internet, and system accounts does not mean users have digital competency.
  • Training ≠ Competency: 40 hours of IT training does not guarantee job application. Competency only forms through practice with feedback.
  • No Standard = No Scale: Lack of common measurement standards leads to inability to compare or scale solutions.

Three Major Opportunities for Vietnamese Technology Enterprises

Recognizing this reality, Mr. Hiep identified this as not just a challenge but a clear market opportunity for domestic technology enterprises:

  • Opportunity 1 — Digital competency assessment platform: This market has almost no qualified Vietnamese providers. Instead of static questionnaires and manual reports, the system needs to measure actual behavior, create personalized roadmaps, and provide transparent dashboards.
  • Opportunity 2 — Digital behavior data from public service processes: When processes are digitized, behavioral data naturally emerges: processing speed, error rates, advanced feature usage — all become competency evidence without separate testing.
  • Opportunity 3 — AI reduces personalized training costs: With Generative AI and Adaptive Learning, the cost of building personalized learning paths for tens of thousands of civil servants is no longer a resource barrier.

Immersive Learning — When Training Becomes Real Experience

One of the most discussed points at the seminar was INNOCOM's perspective on Immersive Learning in digital skills training.

Research from National Training Laboratories shows that knowledge retention through immersive learning reaches 75%, compared to only 5% through passive lectures. This is a large gap that traditional training programs are missing.

Policy Recommendations

The speech concluded with 3 specific proposals for policymakers:

  • Build a National Digital Competency Framework — open standards, regularly updated, referencing EU DigComp 2.2 — so enterprises have a foundation to build products without guessing what to measure.
  • Establish substantial PPP mechanisms — allowing private enterprises to participate from program design to outcome measurement, with outcome-based payment instead of input-based.
  • Recognize actual digital behavior assessment — alongside traditional certificates, create legal corridors for enterprises to exploit system behavior data transparently and controllably.

INNOCOM believes that Vietnamese technology enterprises do not lack the capability to solve this problem. What we need is a common measurement framework, a clear playing field, and a substantial cooperation mechanism between government and private sector.
